I don't doubt they impede getting new refineries into being. Maybe having a watchdog of their ilk with concern for our environment is not all a bad thing. But, yeah there is a but, but as the telecom's have proved, if the big money interests want something badly enough they will have it. I can think of billion$ of reasons though why the oil industry would not want any more refineries. And from a persepective of our national security, it seems odd that we would want to concentrate so much of our refinery capacity along the Gulf of Mexico coast. I bet we could save a lot of money if we put all of or military bases all in one place and parked our airplanes in a row like we did just prior to Pearl Harbor.
